EXECUTIVE DIRECTOR

The American Fisheries Society (AFS, Society) is seeking an Executive Director (ED)to replace the current ED who will retire in 2024. With more than 6,000 members from around the world, AFS is a member-driven professional organization that was founded in 1870 and serves as the leading source of fisheries and management information across North America and around the world. Members represent a broad diversity of expertise in the fisheries sector, including academics, managers, practitioners, fishers, and students. The mission of the Society is to improve the conservation and sustainability of fishery resources and aquatic ecosystems by advancing fisheries and aquatic science and promoting the development of fisheries professionals.

The Executive Director Position
The AFS ED serves as the Society’s business manager, secretary, and treasurer (duties are more fully detailed in Section 9 of the AFS Constitution and Rules; see https://fisheries.org/about/governance/constitution-and-rules/). The ED is contracted by the Society, and is provided direction by the Governing Board, the voting members of which consist of five elected officers, the Division Presidents and Presidents-elect, Presidents of Sections with >50 members, and the President of the Student Subsection of the Education Section. The Governing Board guides the Society at the highest level and is the ultimate authority for the operation of the Society.
The Management Committee, which includes a subset of Governing Board members, functions as an Executive Committee of the Governing Board and is responsible for monitoring Society activities to ensure that policies and plans approved by the Governing Board are implemented appropriately. The Management Committee is also responsible for guiding the ED in executing the Society’s mission, reporting to the Governing Board on all decisions, and overseeing financial decision-making.
Reporting to the Governing Board, the ED will:
• provide strong, innovative, and collaborative leadership for AFS in fulfilling its mission and achieving measurable progress on goals and objectives identified in AFS’ Strategic Plan,
• be responsible for AFS’ staff, programs, growth, financial stability, and execution of its mission,
• maintain accountability for overall operational and fiscal integrity of AFS in accordance with Society bylaws, policies, and directions set by the Governing Board and Management Committee,
• strive for continuous improvement in AFS operations and outcomes by establishing performance measures, monitoring progress, evaluating results, and recommending and implementing improvements, and
• seek to expand and enhance AFS by growing its membership and securing new sources of revenue and support for AFS programs and activities.

Primary Duties and Responsibilities
The ED is responsible to the AFS Governing Board and acts with its advice and consent. The ED’s duties include managing the Society’s daily activities, representing the Society in all business operations, being responsible for and communicating with the membership through Fisheries, reporting to the Management Committee and to the Society, assisting with units and committees, and aiding with the Society’s strategic direction. The ED also maintains the Society’s official records and arranges Management Committee, Governing Board, and Society meetings (with the aid of the Arrangements Committee). As the Society’s treasurer, the ED collects and receives moneys due to the Society, has custody of Society funds, and pays all Society accounts owed and other expenditures authorized by the
Governing Board. As business manager, the ED prepares annual Society budget, employs/discharges and directs AFS staff, manages space for the Society, has custody of the Society’s library, and promotes development of Society membership.

Qualifications

Minimum Qualifications

Four (4) years of project management, planner, program administration, operations management, or closely related experience including managing complex projects and coordinating with multiple parties.
A bachelors degree in business management, planning, natural resources, or a closely related field may substitute for one (1) year of experience.
Experience in leadwork sufficient to motivate, collaborate, and develop others, and achieve organizational goals or objectives.
Knowledge of river and wetland related habitat, recreation, land use, policy, and economic issues affecting the Mississippi River.
Qualitative and quantitative analysis skills sufficient to evaluate program results and critique the analytical methods of other public program professionals.
Organization skills sufficient to manage projects, coordinate complicated program initiatives, plan for contingencies, establish work agreements and priorities, and meet established timetables, quality standards and complete established objectives.
Human relations skills sufficient to understand, develop, persuade, motivate, collaborate with and lead others; demonstrate political astuteness to support Mississippi River activities; and build relationships with stakeholders and networks with colleagues.
Conflict resolution skills sufficient to manage conflicts and partnerships to achieve goals and work collaboratively with inter-agency partners to find solutions that benefit all members.
Knowledge of policy and planning strategies in order to design and develop policy guidelines and standards.
Communication skills sufficient to accurately and effectively transmit information through verbal and written formats, perform public speaking engagements, and communicate respectfully and effectively with diverse customers and partners.
Preferred Qualifications

Bachelors degree in natural resources, business management, or a related field.
Knowledge of budget and funding processes and how to optimize resource allocation within constraints.
Negotiation skills sufficient to negotiate issue outcomes with diplomacy and negotiate for human and financial resources.
Social science knowledge of relationships between social and economic activities and natural resource management; Federal, Tribal, and State laws, politics, and organizational structures; and non-government partners and stakeholders.
Skills with office technology systems, such as MS Office, data management systems, and internet applications, to assemble, analyze, and synthesize information from data sources.
Knowledge of DNR goals, policies, and guidelines.
Knowledge of State and Federal programs and plans specifically related to the Upper Mississippi River.
Additional Requirements

This position requires an unrestricted Class D Driver’s license with a clear driving record.

SUMMARY

The Fisheries Research Technician actively participates in the annual assessments and collects and processes data for the overall fisheries management of the Great Lakes, as guided by the annual Biological Services & Assessment Program Work Plan, in addition to protecting, managing, and preserving natural resources for the benefit of Tribal Members, and protection of their usufructuary rights as outlined in the Tribal Constitution.

MINIMUM QUALIFICATIONS

  • Bachelor of Science Degree with emphasis in aquatic sciences.
  • Minimum of two years of relevant experience with demonstrated abilities in fisheries techniques.
  • Must have a valid unrestricted Driver’s License and be insurable by the GTB insurance carrier.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist in coordinating and implementing yearly Great Lakes assessment schedule.
  • Assemble, deploy, and tend camera pods, gill nets, seines and other related gear.
  • Use video imaging software to identify and quantify fish and habitat.
  • Assist with field assessment of tribal commercial and subsistence harvest.
  • Transport, operate and coordinate maintenance on field equipment, boats and vehicles within the department.
  • Work cooperatively with other agencies (including but not limited to Tribal, State, Federal, NGOs and Universities)
  • Assists in acquiring, organizing, and analyzing assessment data for the purpose of developing management plans, future assessments, impact reports, status report and prescribing other measures to protect the fishery resource.
  • Give oral presentations to peers and public on research findings from fisheries assessments.
  • Develop and promote knowledge of Tribal natural resource issues; with particular emphasis as to a level of understanding of tribal Traditional Ecological Knowledge (TEK) and its applicability and correlation to conventional scientific principles, practices, and techniques.
  • Incorporate and maintain data from assessments into the Departments relational database.
  • This position regularly utilizes specialized and potentially dangerous equipment including boats, camera pods, gill nets, trap nets, seines, trawls, gill net lifter, pot hauler, water quality instruments and construction tools.
  • Performs age analysis (utilizing maxillae, scales, otoliths or spines) of commercial and assessment samples.
  • Provides monthly summary of activities to Lead Great Lakes Fisheries Biologist.
  • Other duties assigned.

OTHER SKILLS AND ABILITIES

  • General understanding of local fishery.
  • Experience in operating and trailering vessels up to 28 ft in length
  • Experience in multiple fisheries techniques used in fisheries independent monitoring.
